So just follow my steps:
1] Download tunnel bear or Hola VPN from Google.
2] Then Connect To server Japan as in screen shot.
3] Then open your Facebook ID which you want to unlock and after you Login You will not see photo tag verification there.
4] You will SE phone number verification there instead of photo tag verification.
5] After that phone number verification you will see your account is reactivated
